Artha Estates
PREVIOUS MINUTES

11.3 - Title Deeds - CLOSED
The chairman has written to Artha Estates requesting a detailed status report. There has been no significant new information received in the past three months. As requested by owners a copy of Artha Estates earlier response is attached to these minutes.

12.2 - Communal Snagging - CLOSED
The Chairman and Vice Chairman held a meeting on site with Artha Estates shortly after the previous meeting a list of snagging items was discussed and agreed and work is progressing on these. The slow rate of progress on site is due to the limited resources currently available to Artha Estates.

12.3 - Broken Pool Pump - CLOSED
The broken pool pump has been replaced, tested and commissioned. The Deputy Chairman will write to Artha Estates regarding compensation for the original pump that was removed without Konia 3 owners consent.

12.9 - Pool Gate Operation - CLOSED
The loose gate has been repaired by the contractor.

13.3 - Broken Window Frame Block 4 - CLOSED
It has been agreed that Artha Estates will replace/repair this window as a part of their snagging works.

13.4 - Swimming Pool Cleaning Net - CLOSED
A new net has been purchased. The Konia 3 Owners Group

13.5 - Limou Street - CLOSED
The chairman has written to the KCC asking for this road to be properly surfaced. Chairman has received a verbal response that KCC do not have any funds in their current budget for this work.

13.6 - Car Parking
The Chairman is to review and prepare proposals for additional parking spaces for the consideration of the committee.

13.7 - Communal Charges - CLOSED
NOTE: owners are reminded that under the terms of their purchase agreement with Aristo any non-payment of communal charges will be regarded as a legal debt payable to Aristo [with interest charges of 9%]that are RECOVERABLE VIA COURT ACTION. Owners property could be at risk!
[Refer to the General Agreement - Section 3 - Common Expenses.]

13.8 - Communal Cleaning Quality - CLOSED
The chairman has not received any further complaints.

13.11 - Swimming Pool Lights - CLOSED
Failed bulbs have been replaced however some of these have now failed - see New Business.

13.12 - Swimming Pool Border
The chairman has received a quotation for the installation of a pool border. As funds are currently limited this item will be reviewed at the next meeting.

NEW BUSINESS

14.1 - STAIRCASE LIGHTING - CLOSED
The chairman had earlier been advised of problems with the lighting to the communal staircases in apartment Block 2 and Block3. Repairs were requested and have now been completed.

14.2 - POOL LIGHTING FAULT
Our maintenance contractor has previously replaced broken lamps in the two pools. However two of these have again failed apparently due to an electrical fault with the electrical panel in the pool plant room. The chairman has requested a quotation for the repairs.

14.3 - PROPERTY MAINTENANCE ADVICE
The Committee wish to draw Owners attention to the fact that several properties have experienced problems with plumbing and drainage. All owners are advised to have the following items checked:-
(a) the inlet valves to the roof water tanks [several failures reported]
(b) the pressure vessels to the solar heating system [several failures reported]
(c) the roof mounted water pumps [failures reported apparently due to seizure of the impeller blades]. Owners are advised to run the pumps regularly in order to avoid build up of dirt and/or mineral deposits which appear to be the cause of the problem.
(d) The roof drainage outlets some of which are now blocked by leaves and wind blown debris.

14.4 - IRRIGATION TIMER
The meeting agreed that the Chairman should arrange for the damaged irrigation timer [near south west bin store] to be repaired/replaced as necessary.

14.5 - POOL WC BLOCKAGE
The chairman has received reports that one of the “basement” wc’s at the swimming pool is blocked. Chairman to investigate and arrange for any maintenance or repairs that are required.

14.6 - POOL FENCE MAINTENANCE
Several owners have requested that the pool fence be decorated before the onset of winter. Chairman to obtain quotations and if funds allow he is authorised to instruct the works to proceed.

14.7 - RESIDENT MAINTENANCE MAN
Some owners have suggested that K3OG should engage a resident handyman to undertake the various maintenance tasks on the complex. Chairman noted that one of the reasons for the founding of this committee was the request by many of the owners to REDUCE the cost of the communal charges. It was agreed that the committee shall continue to deal with maintenance matters as they arise.

14.8 - CEMETERY TAX [IMPORTANT NOTICE]
All owners should please note that the Konia Community Council has written to all Konia 3 residents advising that if they fail to pay the Cemetery Tax on or before 30 November 2012, the KCC will institute legal proceedings against owners for the tax, plus late charges and legal costs. The committee advises all owners to ensure that they make prompt payment.

14.9 - DAMAGE BLOCK 1
Owners have reported damage to the base of several concrete columns at the parking level of Block 1 and damage and dirty paintwork to entrance doors at the same level. Chairman to investigate and initiate appropriate repairs.

14.10 - POOL SURROUND
Owners have reported cracking of the mortar joints in the paving to the pool surround. Chairman confirmed that this item has been included on the snagging list agreed with Artha Estates.

14.11 - GARDEN PLANTS
Owners report that some of the communal garden plants are dead or dying. Chairman to investigate the cause and to initiate replacements where necessary.

Dear Mr Georgiou,

Subsequent to your visit and our discussion we confirm the following. Firstly we would like to apologise for any confusion caused subsequent to receiving our previous correspondence. We will endeavor to be as informative as possible and in future should you have any further queries please do not hesitate to contact me. Please also keep in mind we are unable to provide an update every time we receive some new information. This is humanly impossible due to the number of projects we have and number of clients we have. We would suggest you email me an on a bi-annual basis and we will gladly respond with whatever update if any. Please also note that the process is elaborate and yes tedious. This is however not dependant on us but on various government departments and besides various decisions made by government that the process of facilities have been put into place we have yet to see any difference in the system.

Please note that we have included ‘Konia Village 1,2 & 3’ as the plots of land before made into three separate projects were made up of various plots. These plots were amalgamated and then subdivided to the result of Konia Village 1,2 & 3. You will see that we are still pending the certificate of approval for the subdivision in addition to the certificate of approval for all the blocks. Only once we receive this including the certificate of approvals for the individual blocks we can apply for the horizontal subdivision. This is the application to separate all the properties and the communal areas. Only once we have achieved this can we then proceed with the application for the title deeds from the Land Registry. It is very difficult to estimate how long any of the above will be received, the reason being that we have no benchmark to base anything on. We have so many different experiences and variables with this regard depending on items like; size of project, location/municipality, inspector, type of project etc etc. What we can say however is, please rest assured that we are doing whatever is possible to expedite the matter. We assist and provide the relevant departments with whatever/ if at all needed timeously. We request that you are patient and as said previously we will gladly provide any update upon request. Assuring you are best attention at all times.
